According to data from Pixalate, this report identifies mobile apps hosted on the Google Play Store that have open programmatic advertising enabled but no privacy policy detected (i.e., have an app-ads.txt file). A new survey has revealed the number of apps. Pixalate also released an Apple App Store version of the report.

Main findings
More than 12,000 Google Play Store apps with ads (app-ads.txt files) failed to provide a discoverable privacy policy. 170 Google Play Store apps with ads were found without privacy policy URLs in the Play Store, only hyperlinks to shared developer websites. According to Pixalate’s analysis, hyperlinks on the developer’s website did not disclose a privacy policy. An estimated 1.4 billion user downloads of mobile apps with no privacy policy detected. An estimated 49.2 million monthly active users (MAUs) interact with Play Store apps with ads, but no privacy policies detected. Over 5,100 unique mobile app developers have published over 12,000 apps with undetectable privacy policies and ads. More than 5,900 Google Play Store apps with ads and no privacy policy detected do not have a list of countries registered in the Play Store.
To compile this research, Pixalate’s data science team analyzed over 587,000 mobile apps available for download across the Google Play Store in September 2024.
